The Washington Department of Ecology (Ecology), City of Tacoma (Tacoma), and Emerald Services, Inc. (Emerald) are announcing a joint public meeting on Emerald’s plans to continue and expand operations for managing dangerous waste at their facility in the Tacoma Tide Flat area.
The Washington State Department of Ecology invites the public to read and comment on the documents listed below. The public comment period begins May 10, 2007 and ends June 11, 2007. Ecology considers all comments submitted during the comment period.
Ecology has approved a Class 2 permit modification. Permission to move forward with the modification activities is final with this approval, and the changes to the permit are incorporated for the life of the permit.
The Washington State Department of Ecology (“Ecology”) invites you to read and comment on a draft Consent Decree. The draft Consent Decree is a legal agreement between Aronson Investment Company, LLC (“Aronson”) and Ecology. Ecology oversees cleanup at Philip Services Corporation (PSC) Georgetown site, a closed hazardous/dangerous waste management facility which is located southeast of the Aronson property at 5300 Denver Avenue South.
The public comment period begins December 1, 2006 and ends January 2, 2007. If a significant public interest is expressed a public hearing will be scheduled
The Washington State Department of Ecology (Ecology) and U.S. Environmental Protection Agency (EPA) are accepting public comments regarding termination of EPA’s Administrative Order on Consent and Ecology’s proposal to deny a dangerous waste management facility permit to Univar USA Inc. (Univar) and concurrently terminate interim status for the site.
Univar has concluded the cleanup process at this Spokane facility. After reviewing data, EPA believes Univar has met the terms of the Order and proposes a “corrective action complete without controls” determination which formally concludes the cleanup process. In conjunction with this determination, Ecology seeks to deny a final Resource Conservation and Recovery Act (RCRA) permit and terminate interim status at the facility to formally conclude the permitting process.
The public comment period begins November 1, 2006 and ends December 15, 2006. If significant public interest is expressed a public hearing will be scheduled.
The Washington State Department of Ecology is accepting public comments regarding the closure of catch basins 13 and 14 and Ditch 2 at the J.H. Baxter & Co. facility in Arlington Washington.
In a Notice of Violation (NOV) issued by the US Environmental Protection Agency (EPA) on April 25, 2000, and in a Consent Agreement & Final Order (CAFO) issued on September 30, 2005, EPA alleged that Baxter managed listed dangerous waste F032 in two discrete units that were identified as former catch basins 13 & 14 (including the ancillary piping) and Ditch 2. Baxter did not have a permit or interim status to manage hazardous waste in these units. Although Baxter did not agree with the characterization of these areas as hazardous waste management units, in settlement of the case, Baxter agreed to close these units in accordance with the RCRA closure procedures for dangerous waste landfills found at WAC 173-303-400 and by reference 40 CFR Part 265, Subpart G. Baxter has already completed the work outlined in the Closure Report.

The Washington State Department of Ecology (Ecology) invites you to comment on
revisions to an agreed order to include two interim actions for The Boeing
Company, Everett Plant (Boeing Everett Plant) located at 3003 West Casino Road,
Everett, Washington.
Ecology and The Boeing Company (Boeing) propose to remove PCB contaminated
freshwater sediments from Powder Mill Creek to prevent further downstream
migration to less contaminated areas of the creek. In addition, source areas of
trichloroethylene (TCE) contaminated groundwater within Powder Mill Gulch will
be remediated by in-situ heating and vapor extraction. The in-situ heating and
vapor extraction will involve subsurface heating and collection of TCE vapors to
maximize removal of subsurface TCE.
Ecology has determined that these interim actions will not have significant adverse impacts on the environment and is recommending a State Environmental Policy Act (SEPA) determination of non-significance (DNS) for this activity.

The public is invited to comment on these documents through June 14, 2006. After reviewing the public comments, Ecology will make a final decision on these draft documents.
The Department of Ecology did not render a final decision to Emerald Services on the initial modification request before November 28, 2005, 120 days from receipt of the request. According to the regulation timeline, Emerald may proceed with their proposal for 180 days or until Ecology renders a final decision. From November 28, 2005 until today, Emerald has had the automatic approval. Permission to move forward with the modification activities is now final with this approval, and the changes to the permit are permanently incorporated for the life of the permit.
The State Dangerous Waste Permit, Modified Agreed Order, and Modified Interim Action Work Plan are available for Public Review and Comment between December 29, 2005 and February 11, 2006.
On December 15, 2005 Boeing sold another portion of their Auburn Plant property. TCE contamination is being remediated in groundwater. Robin Harrover (site manager) of the Department of Ecology, Northwest Regional Office, is issuing a modified interim action work plan, a modified agreed order and a new RCRA Permit Lite to address the changes that will occur as part of the property sale.
The Department of Ecology is proposing to conduct an interim cleanup action on the Shaub-Ellison parcel at the University of Washington’s Tacoma Campus. This is the current location of the Pacific Gateway Plaza entrance to the UW Tacoma campus, and was formerly occupied by four underground storage tanks, tire manufacturing and sales store, vehicle hoist, lube pit and floor drain. Soil and groundwater at this location is currently contaminated with petroleum hydrocarbons.
The public comment period for this Interim Cleanup Action begins November 14, 2005 and ends December 14, 2005. If ten or more people request a public hearing, one will be held.
The Department of Ecology is proposing to approve an amended closure plan submitted by the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF). Ecology approval of the closure plan will allow PSNS & IMF to begin closure of their Dangerous Waste (DW) Container Storage Unit housed in Buildings 944 and 982.

Ecology is proposing an Agreed Order for a Focused Remedial Investigation/Feasibility Study, an Interim Remedial Action, and a Dangerous Waste Corrective Action Permit at the metal finishing and electroplating plant operated on BSB and Hexcel properties. Contamination occurred from metal-related waste and volatile organic compounds (VOC) in soil. The public comment period for this draft permit begins June 24, 2005 and ends August 8, 2005. If ten or more people request a public hearing, one will be held.
Ecology is proposing to approve a draft dangerous waste corrective action permit for the Occidental Chemical Company & Pioneers America site in the Tacoma Tide Flats (Tacoma, Washington). Other documents also available for public review include the Administrative Order on Consent and the Scope of Work. The public comment period for this draft permit begins March 14 and ends April 28, 2005. If ten or more people request a public hearing, one will be held.
Ecology is proposing to approve a proposed amendment to an agreed order and a draft interim cleanup action plan for Boeing’s facility in Renton, Washington. SEPA documents are also available for public review. The public comment period for this draft permit begins October 18 and ends November 17, 2004.

Hazardous Waste TSD Permit Modification
Phillips Services Corporation has submitted a request to modify their Georgetown facility permit. The modification includes due dates for completing the revision of the Remedial Investigation (RI) report and the draft Feasibility Study (FS) Report. Four addenda will be added as part of the revision to the Final Remedial Investigation Report to address Ecology's comments. The first addendum was submitted on July 15, 2004, the last addendum is proposed to be submitted on October 29, 2004. The permit currently requires the FS Report to be submitted 60 days following approval of the Final RI Report. PSC is proposing that this report be delayed into September 2005 so that they can collect and analyze new groundwater data from areas in the vicinity of the barrier wall. A public meeting will be held at the Eagles Hall at 6205 Corson Avenue South in Georgetown on August 31, 2004 at 6:00pm to answer questions and discuss the rationale for the proposal. Written comments on the proposal (available for review at the site repository in Georgetown and at the NWRO of Ecology) may be submitted to Ed Jones, Department of Ecology, through September 18.

Ecology is proposing to issue a draft Cleanup Action Plan and draft Compliance Monitoring Plan to Noveon Kalama for their facility in Kalama, Washington. SEPA documents are also available for public review. The public comment period for this draft permit begins July 15, 2004 and ends August 13, 2004. A public meeting may be held if requested by ten or more people.
Ecology is proposing to issue a draft permit for corrective action to Reichhold for their facility in the Tacoma Tideflats. SEPA documents are also available for public review. The public comment period for this draft permit begins May 24, 2004 and ends July 7, 2004. A public hearing may be held June 22.
The Boeing Company is proposing a cleanup action at the north end of the Auburn
Plant under Building 17-05 in order to enhance degradation of solvents in ground
water. The public comment period runs from May 24, 2004 to June 23, 2004.
Philip Services Consent Decree
This draft Consent Decree is a legal agreement between Philip Services
Corporation (PSC) (a wholly-owned subsidiary of Burlington Environmental, Inc.)
and SAD Properties, LLC concerning cleanup of 710 S. Lucile Street, Seattle, WA,
under Model Toxics Control Act (MTCA). The public comment period for this legal
agreement runs April 5 through May 4, 2004.
Philip Services Consent Decree
This draft Consent Decree is a legal agreement between Philip Services Corporation (PSC) (a wholly-owned subsidiary of Burlington Environmental, Inc.) and the State of Washington to settle PSC’s cleanup liability under the Model Toxics Control Act.
