Uniform Hazardous Waste Manifest Requirements

A new Uniform Hazardous Manifest

 
On September 5, 2006
All regulated Hazardous / Dangerous Waste shipments in the US must begin to use a new Uniform Hazardous Waste manifest form, continuation sheet (Forms 8700-22 and 22a) and instructions under the authority of the US Department of Transportation and the US Environmental Protection Agency.

Start using the new manifests on September 5, 2006.

The term "Dangerous Waste" in Washington State refers to both federal "Hazardous Waste" and State only dangerous wastes.
   
This applies to you if you manage Washington State Dangerous Waste as a:
  • Generator
  • Transporter
  • Transfer Facility
  • Receiving Facility or Recycler (TSDR)

Where to get the new form:

 
  • Each new manifest has a pre-printed manifest tracking number. Printers must be registered with the EPA.
  • Get the new manifest from any EPA registered printers listed on: http://www.epa.gov/epawaste/index.htm.
  • If you want to print manifests, either commercially or for your wastes, call Wanda LeBleu at (703) 308-0438 or lebleu.wanda@epa.gov.
  • The Department of Ecology and the EPA will not print or distribute the new manifest forms.

Important changes to manifest requirements:

  These are the highlights of the new rule. The manifest form has complete directions.
  • Item 13 - Waste codes are now required on all manifests in all states. Washington State only Waste Codes
  • Item 13 - Do not use the State Lab Pack Codes WL01 or WL02.
  • Item 19 - The receiving facility (TSDR) will enter a hazardous waste management code describing how the waste is managed at its site. Generators should use this code on their own annual report.
  • Item 19 - Do not use the State hazardous waste management method code "H142" for extended storage.
  • There are new procedures for tracking wastes rejected by destination facilities, residues from non-empty containers, and wastes entering or leaving the US.

  • Page 2 of the manifest, “Designated Facility to Generator State", is not required in Washington State.

Future Washington State regulatory changes

  Ecology will update the Dangerous Waste Regulations, Chapter 173- 303 WAC next year to correspond with the new federal rule. Until then, the new manifest is required under the authority of the US Department of Transportation.

Future EPA changes

EPA intends to develop an electronic manifesting system called the e-manifest. The e-manifest plans were postponed in 2005, based on stakeholder comments and available technology. The Agency will continue to work on this system, which is anticipated to save the regulated community money and decrease waste tracking errors.
