Dangerous Waste Regulations
During 2017 Ecology developed draft regulations for EPA's Generator Improvement Rule, E-Manifest and Import/Export regulations. These updated draft rules are available for review and informal comment October 19, 2017 through December 19, 2017.

Ecology is specifically interested in receiving comments on the generator improvement rule, since comments on the 2016 draft rules were received earlier. The 2017 Preliminary Draft Rule Text shows text additions in underline and existing text deletions as strikethrough. The 2017 Draft Amendments Summary gives a description of specific changes and the rule citations for specific rules being amended. We will consider all comments as we develop the proposed rule. Once the informal comment period is over, Ecology intends to informally provide responses to commenters and post on this website.
In 2016, Ecology developed draft rule language and asked for public feedback.

Who will be affected by these planned rule changes?
Dangerous waste generators, transporters, and owners and operators of treatment, storage, and disposal (TSD) facilities will be interested in this rulemaking. Dangerous waste generators most affected by these rule changes include:
- Healthcare facility operations directly impacted by the pharmaceutical rule.
- Facilities recycling dangerous wastes may be affected by requirements to document legitimate recycling.
- Businesses, industrial laundries, and waste haulers may be affected by the solvent-contaminated wipes rule.
- The generator improvements rule will benefit all generators by making the regulations easier to navigate and comply with, as well as added flexibility in complying with the rules.
How will stakeholders learn about these changes?
Stakeholders and governmental entities, including local, state, and tribal governments, will be notified of rulemaking activity and opportunities to participate. Ecology notifies businesses with active EPA/state identification numbers and dangerous waste listserv subscribers. We also use our Shoptalk newsletter, and these dangerous waste rulemaking web pages to inform the public about this rulemaking.
