Better Brakes Rule-Making Process

Rule-Making Process
Ecology convened a group of leading braking and automotive industry experts, small business owners, and representatives of environmental nonprofit groups to form the Better Brakes Rule Advisory Workgroup (the Workgroup), which helped Ecology draft preliminary regulations.  For several months Ecology engaged the workgroup in conversations about the major issues that need to be addressed during rule making.  All workgroup materials, meeting minutes, and agendas are presented below.

 
Draft Rules
On October 28, 2011, Ecology released a preliminary draft rule. This draft was the first attempt at capturing the consensus the workgroup achieved to date, filling in details, and presenting options for addressing issues that the workgroup had not yet had an opportunity to discuss.  This draft was also the first opportunity for many people outside the workgroup to submit comments and Ecology heard from many people that we had not heard from before. 

This draft was refined based on the comments we received, into the draft rules that were presented at the informal Better Brakes Rule Workshops on January 26 and 31, 2012. Information about these workshops may be found below.
