Hazardous Waste and Toxic Reduction (HWTR) Signing Portal

The Environmental Protection Agency’s (EPA) Cross Media Electronic Reporting Rule (CROMERR) requires a secure method for submitting electronic documents. This rule applies to electronic submissions of Dangerous Waste Annual Reports for large quantity generators (LQG). To ensure the new data security requirements are met, LQG sites must use the CROMERR application, HWTR Signing Portal, to submit their reports electronically.


What do I need prior to submitting my report?

You must:

  1. Be an authorized representative for the site (EPA 40 CFR 270.11 and 260.10).
  2. Be an Administrator in TurboWaste.
  3. Have a SecureAccess Washington (SAW) account.
  4. Apply for the HWTR Signing Portal service in SAW (existing SAW users must add this service).
  5. Complete your Electronic Signature Account setup for the HWTR Signing Portal.
  6. Mail the Electronic Signature Agreement (ESA) form.

Businesses that already have a SAW and/or Electronic Signature Account will be able to add the HWTR Signing Portal to the existing accounts.

Recommendations for creating your accounts:

  • Make your user name and password for your SAW and Electronic Signature Account the same.
  • Update your TurboWaste password to match the one used for your SAW and Electronic Signature accounts.
  • Write down or use easy to remember security questions. You must answer a security question each time you log in.

Note: After two failed password and security question attempts, the account will lock. If this happens, contact us.

After your accounts are created:

  • You will receive a confirmation email with the ESA form attached.
  • You must print, sign, and return the ESA form to us in order to confirm your account.

Please allow at least 10 days for mail and processing before submitting your Dangerous Waste Annual Report. This ensures you meet the March 1 reporting deadline.
