On June 23, 2003, the state Department of Ecology (Ecology) issued the 401 Water Quality Certification and Coastal Zone Management determination for the U.S. Corps of Engineers (Corps) proposed Columbia River Channel Improvements project.
Ecology has approved (with conditions) the Corps' proposal to deepen the Columbia River navigational channel by three feet.
