Evaluation Criteria
- The project helps meet the timetable for local updates
of master programs as outlined in RCW 90.58.080 as
determined by:
- The degree to which the project leads to a completed
comprehensive SMP update
- The year that the project proponent is required to
update (i.e. 2011 adopters will score higher for this
criteria)
- The application indicates that the proposal
makes efficient use of grant funds by:
- Incorporating use of existing information and resources
- Addressing more miles or area of shoreline per dollar
requested
- Matching or making use of other fund sources
- Collaboration with other jurisdictions
- Coordination with other planning efforts of the
community
- The application proposes a scope of work that
is achievable within the time-frame of the award, as
indicated by:
- Amount of pre-grant work committed to the task
- A reasonable and effective methodology for conducting
required work
- A reasonable and effective proposal for coordinating
with all shoreline interests in the community
- Applicant demonstrates readiness to proceed (hire
additional staff or readiness to initiate consultant
selection process )
- The application proposes a scope of work that
is realistic, as indicated by:
- Reasonable and adequate identification of tasks
- Reasonable and adequate time allocation to tasks
- Recognition of relationships between tasks in completion
of SMP elements
- Reasonable and adequate funding of staff and contracted
services
- The application indicates that the
jurisdiction is ready to undertake update of the SMP and
adopt the final product, as indicated by:
- Demonstration of local need (i.e. SMP inconsistencies
with other regulations, changes in development patterns and
growth rates, critical shorelines at risk or other factors)
- Recognition of the need to address the issue(s) and
support for the project from community leaders and elected
officials
