Guidance for Agencies and Applicants

SEPA applies to decisions by state and local agencies within Washington State, including state agencies, counties, cities, ports, and special districts (such as a school or water district). The "lead agency" is primarily responsible for the environmental review of a specific proposal, but there are often other agencies with expertise or with permit approvals involved with the same proposal. The lead agency for most private projects will be the city or county where the project is located. For public projects, the lead agency will be the agency proposing the project.
