In 1983, Ten Years' Experience With SEPA, the Final Report of the Commission on Environmental Policy was published. The report culminated a review of SEPA that was started in 1981, ten years after it was enacted. The report documents the recommendations of Commission on Environmental Policy that resulted in changes to SEPA and the new SEPA Rules adopted in 1984. The report details the key reforms and the reasoning behind the changes in the SEPA statute and rules.
