SEPA Workshops - Training

The Department of Ecology offers two types of workshops on the State Environmental Policy Act (SEPA):

  • Understanding SEPA – a basic overview of the SEPA process
  • Beyond the Basics – a more in-depth discussion of one or more specific SEPA-related topics.

Additional information on each is provided below. These workshops are intended primarily for local and state agency staff and responsible officials conducting SEPA review, but others interested in SEPA are also welcome.

Please note that space is limited and early registration is encouraged. Walk-in registration at the training session will be permitted if space is available. There is no charge for attending the SEPA workshops.

Understanding SEPA - a basic overview

A one day class on the basic requirements of the State Environmental Policy Act (SEPA).
This course is designed to provide participants with a general overview of the purpose of SEPA, the procedural requirements of the SEPA Rules, and how SEPA can be used in decision-making.
Learn how to:

  • Determine when SEPA environmental review is required.
  • Evaluate a proposal and make a threshold determination.
  • Issue SEPA documents, give public notice, and consider comments.
  • Use SEPA supplemental authority to condition or deny a proposal.
  • Intended Audience: Agency staff with little or no experience with SEPA, or those needing a general refresher. (Others interested in SEPA are also welcome to attend.)

Beyond the Basics - General Information

A half or full day workshop for those with some SEPA experience that focuses on one or more specific SEPA topics.

The goal is to provide information on a specific topic and allow time for a general discussion by the participants.  The topic(s) will be selected before the workshop is scheduled. The format will vary depending on the topic selected and may include a single speaker, a panel, or other formats determined to be appropriate for the topic.

Additional training sessions are being planned. Your ideas and suggestions will help us prepare for these workshops.

  • Would you like a SEPA Workshop held at your office? If you can supply the facility and arrange for 30 or more participants, Department of Ecology staff may be able to provide a customized workshop at your location.
  • Are there specific topics that you would like to see included in next year's training (such as integrating SEPA with nonproject actions or using SEPA in decision making)?
  • Is there a particular format that you would like (such as panel discussions or small discussion groups)?
  • Can you recommend a speaker for a specific topic?
