July 23, 2007: Committee meeting #1
Overview of Existing Regulations
- Overview of HB2220 and Committee’s tasks per the bill – Rep. Lantz.
- Initial comments from committee members on their objectives and concerns
about the project.
- Ground Rules
- Overview of existing policy & regulatory mechanisms for shellfish
aquaculture: Staff presentations from federal and state governments;
Committee questions/initial discussions.
- Work plan: Scheduling future meeting dates and topics; Seattle Workshop;
field trip to South Sound.
August 13 Field Trip

August 27: Committee meeting #2
Regulatory Framework: continued overview of existing regulations
- Continued discussion of Ground Rules
- Overview of existing policy & regulatory mechanisms from Dept. of Health
and counties’ Shoreline Master Programs; DNR shellfish leases.
- Background on Sea Grant Research Contracts Process
- Discussion of Northwest Workshop on Bivalve Aquaculture and the
Environment.
Sept. 13 & 14: Northwest Workshop on Bivalve Aquaculture and the
Environment, Talaris Conference Center, Seattle
- Overview of research on shellfish aquaculture—what’s known, what needs
to be researched. (Travel costs, hotel, and registration provided for
committee members by Ecology.)
(Proposed) September 24 (or October 1): Committee meeting #3
- Discuss RFP for research grants.
- Continue discussion of regulatory mechanisms; begin identifying
potential recommendations on an integrated regulatory system for current and
new shellfish aquaculture projects and activities.
(Proposed) October 15: Committee meeting #4
- Continue discussion on regulatory system recommendations.
- Begin discussion of report to 2008 Legislature, including potential
statutory or budget recommendations.
(Proposed) November 5: Committee meeting #5
- Conclude discussion of integrated regulatory system (or define
outstanding issues remaining for resolution in 2008).
(Proposed) November 19: Committee meeting #6
- Review/revise/approve report due to legislature on 12/1/07.
December 1: Report due to Legislature
- Report of initial recommendations and findings regarding an improved
regulatory system
January 2008 – June 2008
Monthly meetings anticipated:
- Intertidal geoduck farming: Develop recommendations regarding siting,
operation, and integrating science outcomes in next few years. Provide
recommendations to Ecology for rulemaking.
July 2008 – June 2009
Committee will meet quarterly (or more often) regarding:
- Advisory committee to Ecology on rulemaking. Geoduck farming guidance to
be adopted into SMP Guidelines, per HB 2220. Committee will comment on draft
rules; review public comments; review and comment on final rules.
- Sea Grant science research: Updates.
- December 2008 report to Legislature on statutory and/or budget
recommendations
- Committee work anticipated to June 2009 on Ecology rulemaking and
science oversight.
