Bremerton Shoreline Master Program: Limited Amendment
On August 24, 2017, the Department of Ecology approved the City of Bremerton’s Limited Amendment to the Shoreline Master Program (SMP). Per RCW 90.58.090, the effective date of the City of Bremerton’s limited SMP amendment is September 7, 2017, 14 days after Ecology provided notice to the City that their shoreline program was approved.
The city’s limited amendment proposes several changes to their existing shoreline program. The changes include incorporating updated standards from their Critical Areas Ordinance (CAO) into the SMP, modifying the shoreline environment designation for select properties from single family to multifamily and from commercial to multifamily, and changes to the Recreational and Commercial shoreline environment designations to allow residential development.
A public comment period was held from August 4 – August 19, 2016. Ecology used mail and email to notify interested parties of the public comment period. We received four (4) comments from an individual, the Chico Creek Task Force, Naval Base Kitsap, and the Suquamish Tribe. The public comments and responses have been incorporated into Attachment D: Public Comment Summary (below).
On April 25, 2017 Ecology provided the City of Bremerton with required and recommended changes to the proposed limited amendment to its Shoreline Master Program. The changes are based on Ecology’s review of whether or not the proposed update complies with state laws and rules. On August 10, 2017 the City notified Ecology of the adoption of Ordinance 5327 accepting all of the above referenced required and recommended changes.
