Douglas County Shoreline Master Program: Limited Amendment
On February 18, 2015, the Department of Ecology approved Douglas County’s Shoreline Master Program (SMP) limited amendment. Per RCW 90.58.090, the effective date of Douglas County’s shoreline program is March 4, 2015, 14 days after Ecology provided notice to the county that their shoreline program was approved.
The approved limited amendment revises the existing shoreline master program, including changes to include modifying regulations related to common line setbacks and view corridors. One proposed amendment related to modifying boat mooring standards was not approved. These approved changes will affect how Douglas County administers its shoreline program and are based on experience gained implementing its existing SMP which was comprehensively updated in 2009.
The Final Decision is based on Ecology’s review of whether or not the proposed update complies with state laws and rules, and a public comment period held October 13, 2014 – November 13, 2014.
Ecology used mail and email to notify interested parties of the public comment period. Ecology also issued a news release to encourage additional public participation and comment. We received a total of 11 individual comments from individual citizens. All comments received by Ecology on the County’s proposed SMP amendments were positive and in favor of approval of the amendments. On November 20, 2014, Ecology sent a summary of comments to the county for their response. The public comments the county’s responses have been incorporated into Attachment B: Public Comment Summary.
