Enumclaw Shoreline Master Program: Comprehensive Update

On May 7, 2012, the Department of Ecology provided the City of Enumclaw with required changes to the City’s proposed Shoreline Master Program (SMP) comprehensive update. The proposed update revises the existing shoreline program, including the goals, policies, regulations, shoreline environment designations, and administrative procedures and definitions.

The required changes are based on Ecology’s review of whether or not the proposed update complies with state requirements, and a public comment period held November 15 through December 15, 2011. The required changes have been sent to the City of Enumclaw for their review and response. They may agree to these changes or offer alternative language. Final Ecology approval will occur when Enumclaw and Ecology agree on language that meets state law and rules.

Ecology sent mail and email notices to those who had expressed prior interest and issued a news release to encourage public comments on Enumclaw’s proposal. Ecology received only one set of comments. The Muckleshoot Indian Tribe Fisheries Division’s comments focused on various topics, including permit notice, critical areas integration and transportation development standards. On December 27, 2011, Ecology sent a summary of the Tribe’s comments to the City for their response. These comments and the City’s response are included in Attachment C, Responsiveness Summary, below.

Enumclaw’s current shoreline program has not been updated since the City began implementing King County’s program that was developed in 1975. Enumclaw shorelines include approximately 209 acres of floodplain and associated wetlands adjacent to Boise and Newaukum Creeks. The updated program accommodates existing open space and recreational use associated with the City’s shorelines, promotes protection and restoration of riparian (shoreline) habitat, and reflects the established land use pattern within the City.
