Everett Shoreline Master Program: Limited Amendment

On June 27, 2016, the Department of Ecology approved Everett’s Shoreline Master Program (SMP) limited amendment. Per RCW 90.58.090, the effective date of Everett’s shoreline program amendment is July 11, 2016, 14 days after Ecology provided notice to the city that their shoreline program was approved.

This shoreline master program amendment focuses on correcting shoreline environment designation mapping errors near the Port of Everett South Terminal facilities. The Washington Department of Ecology held a public comment period February 16 – March 17, 2016.

Ecology used mail and email to notify those who had expressed prior interest. Ecology received 9 written comments from four citizens.  Comments were focused on maintaining public access to Pigeon Creek beach and tidelands and Port of Everett facilities expansion impacts. On March 25, 2016 Ecology sent a summary of comments to the city for their response. The public comments and Everett’s responses are located in the Responsiveness Summary (link below).

  • Per RCW 90.58.190(2) and RCW 36.70A.290, an interested party may file an appeal with the Growth Management Hearings Board within 60 days of the publication date of Ecology’s written notice of final action.
  • Ecology plans to publish the notice of final action in the Everett Herald legal ads on July 11, 2016.
