Sammamish Shoreline Master Program: Limited Amendment

On February 15, 2017, the Department of Ecology approved a limited amendment to the City of Sammamish’s Shoreline Master Program (SMP). Per RCW 90.58.090, the effective date of the City’s SMP amendment is March 1, 2017, 14 days after Ecology provided notice to the city that their SMP amendment was approved.

The City’s limited amendment proposes several changes to their existing shoreline program. The changes include incorporating updated standards from their Environmental Critical Areas Ordinance into the SMP. The changes will affect how critical areas are regulated within the City’s shoreline areas.

On March 19, 2016, the Department of Ecology provided the City of Sammamish with required and recommended changes to the City’s SMP amendment.

The changes are based on Ecology’s review of whether or not the proposed amendments comply with state laws and rules, and a public comment period held September 12 to October 13, 2014.  Ecology used mail and email to notify interested parties of the public comment period. Three written comments were received, as provided in Attachment D.

Appeals

  • Per RCW 90.58.190(2) and RCW 36.70A.290, an interested party may file an appeal with the Growth Management Hearings Board within 60 days of the publication date of Ecology’s written notice of final action.
  • Ecology plans to publish the notice of final action in the Seattle Times legal ads on March 3, 2017.
