Spokane County Shoreline Master Program: Limited Amendment

On October 10, 2014, the Department of Ecology approved Spokane County’s Shoreline Master Program (SMP) limited amendment. Per RCW 90.58.090, the effective date of Spokane County’s shoreline program amendment is October 24, 2014, 14 days after Ecology provided notice to Spokane County that their shoreline program amendment was approved.

Spokane County’s shoreline plan was appealed in, March 2013, by The Lands Council, Riverkeeper, and Trout Unlimited. This limited amendment is in response to a final decision and order by the Eastern Washington Growth Management Hearings Board. The parties to the appeal, including Spokane County and Ecology, have collaborated on and agree to these proposed regulations to address the issues raised in the appeal.

Ecology used mail and email to notify interested parties of the public comment period. We received a total of three individual comments supportive of these regulations that would improve water quality. On September 19, 2014, Ecology sent a summary of comments to Spokane County for their response. The public comments and county’s responses, received by Ecology on October 8, 2014, have been incorporated into Ecology’s Attachment A: Findings and Conclusions, below.

Appeals

  • Per RCW 90.58.190(2) and RCW 36.70A.290, an interested party may file an appeal with the Growth Management Hearings Board within 60 days of the publication date of Ecology’s written notice of final action.
  • Ecology plans to publish the notice of final action in the Spokesman Review legal ads on October 20, 2014.
