Steilacoom Shoreline Master Program: Comprehensive Update

On May 29, 2013, the Department of Ecology approved the Town of Steilacoom’s Shoreline Master Program (SMP) comprehensive update. Per RCW 90.58.090, the effective date of Steilacoom’s shoreline program is June 12, 2013, 14 days after Ecology provided notice to the town that its shoreline program was approved.

The comprehensive update revises Steilacoom’s existing shoreline program, including the goals, policies, regulations, shoreline environment designations, and administrative procedures and definitions. This approval puts the final stamp on a significant effort and provides shoreline regulations that work in concert with Steilacoom’s comprehensive plan and zoning, urban forestry ordinance, and critical areas ordinance. The updated program respect’s the town’s historical development patterns while supporting the broader initiative to protect and restore Puget Sound.

The town submitted its proposed update to Ecology in October 2012. On March 27, 2013, Ecology provided Steilacoom with required and recommended changes to the update. The changes were based on Ecology’s review of whether or not the proposed update complied with state laws and rules, and a public comment period held November 13 through December 14, 2012. Ecology used mail and email to notify those who had expressed prior interest. Ecology also issued a news release to encourage public participation and comment. Ecology received no comments.

Steilacoom notified Ecology on May 8, 2013, that they accepted all of the required changes and all but one of the recommended changes, and proposed alternative language. Ecology’s acceptance of the alternative language paved the way for the updated program to take effect.

  • Per RCW 90.58.190(2) and RCW 36.70A.290, an interested party may file an appeal with the Growth Management Hearings Board within 60 days of the publication date of Ecology’s written notice of final action.
  • Ecology plans to publish the notice of final action in The News Tribune legal ads on Sunday, June 16, 2013.
