Bellingham Shoreline Master Program: Limited Amendment
On February 18, 2016, the Department of Ecology provided the City of Bellingham with recommended changes to the city’s proposed amendment of their Shoreline Master Program (SMP).
The changes are based on Ecology’s review of whether or not the proposed update complies with state laws and rules, discussions with city staff, and issues raised during a public comment period held October 15, 2014 to November 17, 2014.
Ecology used mail and/or email to notify interested parties of the public comment period. Ecology also issued a news release to encourage additional public participation and comment. We received a total of 12 individual comments from 2 organizations and groups and 10 individual citizens. Comments focused on the appropriateness of non-water-oriented uses, timing of the proposed amendments and changes in upland uses allowed on a portion of the planned redevelopment of the city’s waterfront. On December 2, 2014, Ecology sent a summary of comments to the city for their response. The public comments and city’s responses have been incorporated into Attachment C: Public Comment Summary.
The amendments will make the city’s SMP consistent with their recently adopted Waterfront District Master Plan, Development Regulations and planned changes to their Comprehensive Plan associated with the redevelopment of 237-acres of the city’s central waterfront. The recommended changes have been sent to the city for their review and response. Final Ecology approval will occur after the City responds to Ecology communicating the City’s decision on the recommended changes.
