City of Colfax Shoreline Master Program: Comprehensive Update
On October 25, 2016, the Department of Ecology approved the City of Colfax Shoreline Master Program (SMP) comprehensive update. Per RCW 90.58.090, the effective date of the Colfax shoreline program is November 8, 2016, 14 days after Ecology provided notice to the county that their shoreline program was approved.
This comprehensive SMP update is intended to entirely replace the city’s existing SMP. This updated SMP will regulate development along the city’s river shoreline which includes the Mainstem and North Fork of the Palouse River, land within 200 of the ordinary high water mark of these waterbodies, and associated wetlands. The updated SMP is a significant upgrade from the current 1974 SMP. Much has changed in Colfax over the last 42 years including development pressures, state laws and guidance, and knowledge of best development and conservation practices. The proposed SMP contains locally tailored shoreline management policies, regulations, environmental designations, and administrative provisions that have been updated to reflect these changes. The proposed SMP includes a shoreline use and modification table for ease of implementation and policies and regulations that are consistent with local, state, and federal regulations.
The Department of Ecology held a public comment period for the Colfax SMP from June 1, 2016 to July 1, 2016. Ecology used mail and email to notify those who had expressed prior interest. Ecology also issued a news release to encourage public participation and comment. Ecology did not receive any comments regarding the City of Colfax SMP comprehensive update.
