Franklin County Shoreline Master Program: Comprehensive Update
On October 31, 2016, the Department of Ecology approved the Franklin County Shoreline Master Program (SMP) comprehensive update. Per RCW 90.58.090, the effective date of the Franklin County shoreline program is November 14, 2016, 14 days after Ecology provided notice to the county that their shoreline program was approved.
Franklin County’s current shoreline program has not been updated since 1974 and has never been comprehensively updated. This SMP update is needed to address land use changes that have occurred along the county’s shorelines and to provide consistency between the updated SMP and the environmental protection and land use management policies and practices provided by the County’s Zoning Ordinance, Critical Areas Ordinance, and Comprehensive Plan. The proposed amendment is needed to comply with the statutory deadline for a comprehensive update of the county’s local Shoreline Master Program pursuant to RCW 90.58.080 and 100. This amendment is also needed for compliance with the planning and procedural requirements of the SMP Guidelines contained in WAC 173-26 and 27.
On August 10, 2016, the Department of Ecology provided Franklin County recommended changes to the county’s proposed comprehensive update of their Shoreline Master Program (SMP). The changes were based on Ecology’s review and a public comment period held May 4 - June 6, 2016.
Ecology used mail and email to notify interested parties of the public comment period. Ecology also issued a news release and legal ad to encourage additional public participation and comment. We received comments from the Washington State Department of Fish and Wildlife and the Washington State Department of Archaeology and Historic Preservation. Comments generally provided suggestions for alternative language to sections of the SMP. On June 13, 2016, Ecology sent a summary of comments to the Franklin County for their response. The county’s responses have been incorporated into Attachment A: Findings and Conclusions (below) and in Attachment B: Recommended Changes.
