Kirkland Shoreline Master Program: Limited Amendment

On May 19, 2011, the Department of Ecology approved, with required and suggested changes, the Kirkland limited amendment to their Shoreline Master Program (SMP) to extend the City’s existing program to the Finn Hill, Juanita and Kingsgate neighborhoods when the city annexes these areas on June 1, 2011. The required and suggested changes have been sent to the City for their review and response.

The amendment would add 3.9 miles of Lake Washington shoreline along the Finn Hill neighborhood to the 6.1 miles currently covered within the City's current program. The shoreline master program guides construction and development in the city’s shoreline area by combining local plans for future shoreline development and preservation with new shoreline development ordinances and related permitting requirements.

Without the amendment, the annexed area would retain the provisions of the King County shoreline master program, to be implemented by the city. The required changes include the assurance of continued residential development while protecting existing ecological functions and providing opportunities for mitigation and restoration.
