Odessa Shoreline Master Program: Comprehensive Update
On May 1, 2017, the Department of Ecology approved the Town of Odessa’s Shoreline Master Program (SMP) comprehensive update. Per RCW 90.58.090, the effective date of the Odessa’s shoreline program is May 15th, 2017, 14 days after Ecology provided notice to the Town that their shoreline program was approved.
The Town’s current SMP was approved by Ecology in 1975. The 1975 SMP has never been comprehensively updated since that date. This SMP update is needed to provide consistency between the updated SMP and the environmental protection and land use management policies and practices of the Town of Odessa. This comprehensive SMP update is intended to entirely replace the Town’s existing SMP. This updated SMP will regulate development along the Town’s shoreline which encompasses Crab Creek within the Town’s jurisdiction, land within 200 of the ordinary high water mark of the creek, and all associated wetlands. The updated SMP is a significant upgrade from the current 1975 SMP. The proposed SMP contains locally tailored shoreline management policies, regulations, environmental designations, and administrative provisions that have been updated to reflect these changes.
The Department of Ecology held a public comment period for the Odessa SMP from August 10, 2016 to September 12, 2016. Ecology used mail and email to notify those who had expressed prior interest. Ecology also issued a news release to encourage public participation and comment. Ecology received no comments specific to the Odessa SMP.
