City of Spokane Shoreline Master Program: Comprehensive Update

The City of Spokane has completed the comprehensive update of their Shoreline Master Program.  The comprehensive update revised the existing program, including the goals, policies, regulations, shoreline environment designations, and administrative procedures and definitions.

 

Ecology approved Spokane’s comprehensive update on July 26, 2010. This approval puts the final stamp on a landmark effort that will significantly increase protection and restoration of fish and wildlife habitat and water quality, provide more certainty for development, and improve public access and recreational opportunities in the Spokane River and Hangman Creek.

The original Shoreline Master Program was adopted in 1975.  This is the first major update since then. The City has an updated Shoreline Master Program three-and-a-half years ahead of the deadline that had been adopted by the Washington Legislature.

Per WAC 173-26-120(7)(b)(ii), the effective date of the City of Spokane’s Shoreline Master Program is July 26, 2010.

Appeals

An interested party may file an appeal with the Growth Management Hearings Board. RCW 90.58.190(2)(a) as amended in 2010 identifies two different points to initiate the 60-day appeal period: 1) the date of the approval letter, and 2) the date that notice of final action is published under RCW 36.70A.290. Any disputes related to the appeal timeframe will be addressed by the Board as part of the appeal.
