MITIGATION BANKING HOME

Interagency Review Team (IRT)Under both the federal guidance on mitigation banks and the state’s wetland mitigation bank rule, wetland bank proposals are reviewed, evaluated and negotiated by an interagency team called the Interagency Review Team or IRT. The role of the IRT is to work with applicants to develop a mitigation banking instrument, which outlines the terms and conditions of bank approval or certification, and to oversee the establishment, use, and operation of the bank. The IRT includes standing members who participate in discussions on all banks and invited members who participate in discussions and decision-making for specific banks. Standing members of the IRT in Washington include staff from the US Army Corps of Engineers, US Environmental Protection Agency, and Ecology. Invited members include staff from the WA Department of Fish and Wildlife, WA Department of Natural Resources, US Fish and Wildlife Service, NOAA Fisheries, appropriate tribes, and local governments.
