MITIGATION BANKING HOME
RELATED ECOLOGY PROGRAMS |
Interagency Review Team (IRT)Under both the state’s wetland mitigation bank rule and the federal mitigation rule, wetland bank proposals are reviewed, evaluated and negotiated by a team of agencies called the Interagency Review Team or IRT. The role of the IRT is to work with applicants to develop a mitigation banking instrument. The mitigation banking instrument outlines the terms and conditions of bank approval or certification. Some IRT members also oversee the establishment, use, and operation of the bank. The IRT includes standing members who participate in discussions on all banks and invited members who participate in discussions and decision-making for specific banks. Standing members of the IRT in Washington include staff from
Ecology, the US Army Corps of Engineers, and US Environmental
Protection Agency. Invited members include staff from local
governments, appropriate tribes, the WA Department of Fish and
Wildlife, WA Department of Natural Resources, US Fish and
Wildlife Service, and NOAA Fisheries.
