Mitigation Bank Review Team (MBRT)Under both the federal guidance on mitigation banks and the state’s draft rule, wetland bank proposals are reviewed, evaluated and negotiated by an interagency team called the Mitigation Bank Review Team or MBRT. The role of the MBRT is to work with applicants to develop a mitigation bank instrument, which outlines the terms and conditions of bank approval or certification, and to oversee the establishment, use, and operation of the bank. The MBRT includes standing members who participate in discussions on all banks and invited members who participate in discussions and decision-making for specific banks. Standing members of the MBRT in Washington include staff from the Corps of Engineers, Environmental Protection Agency, Ecology and the Department of Natural Resources.
