Class 1 Facilities

The following are requirements for Class 1 Facilities which apply to large, fixed shore-side facilities such as refineries, refueling terminals, and oil pipelines. This definition includes facilities that transfer to or from tank vessels and pipelines.

Oil Transfer Requirements 

Oil transfer requirements refer to the procedures and equipment necessary for safe oil transfers.

Safe and Effective Threshold Values

The rules require delivering facility owners or operators to determine the “threshold values” for sea and wave conditions, wind speed, current velocity, and any other pertinent conditions, beyond which they believe pre-booming is unsafe and/or ineffective for each location the facility conducts Rate A transfers.

Operations Manual 

The Operations Manual refers to the guidelines, procedures, and equipment references that facility personnel may need to use during normal operations and how to troubleshoot issues when problems may occur.

Training and Certification  

The Training and Certification program refers to facility-developed criteria for proper training of personnel for safe facility operations.

Contingency Plans

Each company is required to develop, maintain and practice their contingency plan. All plans are reviewed and approved by Ecology on a five-year cycle.

Drill Program

Facilities and covered vessels are currently required under federal standards to participate in the National Preparedness and Response Program drill program (PREP). Under state rules you must demonstrate your ability to effectively implement your plan in an event of a spill.
