What is DrillTrac?

DrillTrac is an Ecology driven training and competency program for managing spills through an incident command system. It is the policy of the Spill Program that staff will respond to spills and drills with the same level of competence, realism and intensity. It was developed from our desire to have Ecology staff demonstrate competency in the Incident Command System. All of the Spills Program staff will be trained through DrillTrac for the management of oil spills and drills. But along the way, we also developed some outreach tools to assist industry and other organizations in making sound decisions during drills and spills.

For Ecology staff, the DrillTrac Program has four major components: training modules (eight overview and position specific training presentations), a drill design module, a drill evaluation module and outreach training materials. All Spills program staff will participate to varying degrees in the DrillTrac training modules. Additionally, Preparedness Section staff will participate fully in the drill design and evaluation components in order to provide a consistent approach to drill design and evaluation.

Ecology also would like to provide some of the DrillTrac Program externally. The Outreach Program is intended to supplement core company training for the regulated community, and provide ICS training for tribes, local community officials, and other responders as requested.

The National Interagency Incident Management System (NIIMS) Incident Command System is the recognized standard with which management systems must demonstrate compatibility and is the measure by which regulatory agency plan reviewers, drill evaluators & spill responders will gauge adequacy of response actions. While this system allows considerable operational flexibility, it includes a collaborative planning process that delineates key management position responsibilities, common use of forms, essential Incident Action Plan elements and response personnel and equipment resource tracking methods.

This manual is intended for non-commercial use only. The oil spill FOG (2000 edition) and DrillTrac ICS Manual are consistent with NIIMS which is the version of ICS that Ecology practices for oil spill drills and responses. It is also the version of ICS that is endorsed by policy of the Northwest Area Contingency Plan

This manual presents very practical and relevant job descriptions and job aids for anyone who is staffing a spill management team. The manual has been in use for some time here in the Northwest, and it is used by industry and agencies as a commonly shared tool during drills and spill.

The manual presents some aspects of spill management that are unique to the northwest and to Washington. We are very proud of the level of competency that our statewide companies demonstrate. They are held to a high standard here and consistently rise to the occasion.
