Lower Skagit River Geographic Response Plan (LKSA-GRP)
The Lower Skagit River GRP starts at the upstream end of Sedro-Woolley near river mile 25, near BNSF tracks bringing empty oil cars back from Canada. Between river mile 16 and river mile 8, there are crossings by unit trains full of crude oil headed to refineries in Anacortes and Ferndale, plus I-5 and the BP Olympic Pipeline. Just below the pipeline crossing, the river splits into a large delta of sloughs and islands between the North Fork and the South Fork of the Skagit River. The lower 3 to 5 miles of this delta is included in the North Central Puget Sound GRP. The communities of Avon, Burlington, Conway, Mount Vernon and Sedro-Wooley are located in this plan. This is a new GRP.
