Palouse Geographic Response Plan (PAL-GRP)

The Palouse GRP planning area is approximately 253 square miles, and resides within the boundaries of Adams, Franklin, and Whitman Counties. Fully or partially, it includes the towns or cities of Hooper and Benge. It entirely resides within the boundaries of the 9th Legislative District. Portions of WRIA-34 (Palouse) fall within this planning area, and includes: Holiday Coulee (6.3 Miles), Palouse River (26.16 Miles), South Cow Creek (23.7 Miles), Union Flat Creek (0.6 Miles), Willow Creek (3.2 Miles), and Winn Lake Canyon (5.1 Miles). No tribal reservations are located within the planning area, but the Coeur D’Alene, Colville, Nez Perce, and Spokane Tribes all have potential interests in this area. Highway 26 (20.3 Miles) is the only major roadway. The Palouse and Coulee City Railroad (0.8 Miles), Palouse River Railroad (13.9 Miles), and Union Pacific Railroad (46.6 Miles) are the only companies that own railroad track in the area. No contingency plan holding oil facilities or pipelines are located within the boundaries of this planning area. The Palouse GRP is bordered by the Snake River Lower Monumental GRP to the south.

Interim Updates

In between plan updates, GRP strategies are tested during drills and actual spill events. The results of these tests may require changes to certain response strategies, notification strategies, staging areas, or boat launch locations. Eventually, these changes will be fully incorporated into the plan. Until that time, please use the updated strategy and information sheets below in lieu of that provided for similarly numbered locations in the published plan.
