Voluntary Best Achievable Protection (VBAP) and
Exceptional Compliance (ECOPRO) Program for Tank Vessels

Voluntary and Non-regulatory

The Department of Ecology Spills Program manages a unique non-regulatory environmental protection program for tank vessels. Tank vessels operators are invited to participate in Washington’s VBAP or ECOPRO Program for Tank Vessels to protect Washington’s irreplaceable natural resources from the damage caused by an oil spill.

Benefits

If your company elects to participate in this program, it will receive public recognition for its commitment to marine safety and environmental stewardship.  Your company name will be posted on Washington's VBAP or Exceptional Compliance Program (ECOPRO) list at this web-site.

ECOPRO Award

What People are Saying about Washington State’s voluntary tank vessel oil spill prevention programs

“We are very appreciative of this special ECOPRO recognition and of the work done by Ecology to raise environmental protection standards for the whole industry. Crowley has operated in Puget Sound since 1923, and it’s special to us because we live and work there. We have always believed that high environmental standards benefit our company.”
Thomas Crowley, Jr., Crowley Marine's chairman, president, and chief executive officer

“Our goal is one of operational excellence and enthusiastic achievement. Incorporating the ECOPRO standards aligns very nicely with our vision and provides excellent direction toward achieving our goals.”
Captain Bob Shields, President of Island Tug and Barge Ltd.

"The ECOPRO Award means that SeaRiver is achieving best-of-industry performance and is working in harmony with Washington state to achieve operational excellence goals."
Gus Elmer, Former President of SeaRiver Maritime, Inc.

"Our crews have learned a lot from Washington’s ECOPRO program and are using what they have learned in similarly sensitive waters around the world. Implementing the ECOPRO standards and pursuing excellence in our daily activities has made us a better organization overall."
Emmanuel Vordonis, Executive Director of Thenamaris Ships Management Inc. - Athens, Greece

"Washington’s regulations were remarkably well thought out and, without a doubt, effectively reduced the risk of a serious oil spill in the Pacific Northwest. INTERTANKO and the oil companies should now voluntarily comply with these reasonable requirements and demonstrate their commitment to prevention, which everyone agrees is far cheaper than cleanup."
Opinion from The Maritime Executive Magazine

"As a direct result of initiatives by the Department of Ecology, we have chosen a direction of operational excellence and we are continuing to work towards meeting the requirements of the Exceptional Compliance Program."
Canadian tank barge owner/operator

Operating under Washington’s initiatives for tank vessels has helped our company, as a whole, to perform better and operate our tank vessels more safely.
United States tank barge owner/operator

"Our company remains on record with our desire and intention to achieve Washington State’s rating for Exceptional Compliance. Rest assured that our intent is to meet or exceed all Washington State standards and we will continuously evaluate all recommendations and opportunities that may contribute to the protection of the environment."
United States tanker owner/operator
