Oil Spill Response Equipment Grant Program

Introduction

In the 2006 Legislative session, Ecology proposed and was granted a $1.45 million oil spill response equipment caching grant. The purpose of the grant is to pre-position (pre-stage) response equipment trailers throughout the state.  The equipment will include oil spill containment boom and adsorbent materials loaded into pre-packaged trailers.  In the event of a spill, this equipment can then be rapidly mobilized and deployed to contain the spill or to protect local resources.  Additionally, this equipment will add to the state’s inventory of response equipment in the event of a large spill requiring regional response equipment resources.

Who can apply?

Any local public agency or tribe in Washington State or may apply.  This includes cities, counties, fire departments, Port District and Public Utility District. In order to be considered, local governments must have a substantial threat of an oil spill occurring in their jurisdiction.  Grant awards will be selected based on the local government’s ability and willingness to deploy spill response equipment, and the proximity of existing nearby response equipment.

Who has access to the equipment?

In the event of a nearby spill, grant recipients are under no obligation to deploy the equipment.  If the equipment is not in use, grant recipients must allow Ecology or their agents/contractors to access the equipment.  Used equipment will be cleaned and/or replaced after use.
