Oil Spill Early Action Task Force Ground Rules
The Task Force will be trying to cover many issues in a very short period of
time. It is important to recognize that an in-depth discussion of all of
the issues will not be possible. The success of the group will depend on
our collective ability to focus the effort, work collaboratively, while being
mindful of the time limitations imposed by the charter. Flexibility and
adaptability will be hallmarks of success. The ground rules are:
- Adhere to the mission of the Task Force.
- Because there will be a limited number of meetings and continuity is crucial to the effective
functioning of the group, members are expected to attend all meetings unless
matters of an urgent nature preclude attendance.
- Listen before talking.
- Limit your “air time,” get to the point.
- Participate in the discussion and assist the group in bringing issues to conclusion.
- Be collaborative.
- Be respectful of legitimate differences of opinion.
- Take the issues seriously, but never yourself too seriously.
- Keep your sense of humor.
- Disagreement with the recommendations of the Task Force will be noted by the Facilitator and reported
in some form in the draft and final report.
- Alternates are expected to fill in for the primary panel member should that member have to miss
a meeting. In that event, the Alternate will be able to fully participate
in the panel meeting and engage in decision making on all issues on behalf of
the primary member.
- Members of the public may observe all meetings, and will have the opportunity to make comments at the
end of each meeting.
