Permit Process KeyThis page begins a key to the permitting requirements under the state biosolids program as found in 173-308-310. It is an approximate representation of the process that facilities seeking permits will need to follow. It does not anticipate every situation. Applicants are strongly encouraged to read Section 310 of the state rule, and to work closely with their department of Ecology contact or delegated local health department representative. At certain points in the key you will be asked to select a link which will take you to the next step in the process, which will often be on another page. Use the back button of your browser if you need to return to an earlier point. VERY IMPORTANT NOTE: Ecology is substantially backlogged in biosolids permit application processing. One of the biggest problems we encounter is the quality of the application received. Applications must be complete, correct, and comprehensible. Poor quality applications greatly delay processing and may be returned until they achieve a standard of quality which supports informed review by the agency and interested parties.
