Biosolids Permit Application Process Key - Part 4Application submittal, review and determinationStep 8: Submitting your application. You must submit at least three copies of your completed application. The original should be directed to the Ecology region where your facility is located. One copy should be directed to the Ecology headquarters office, one copy should be directed to any Ecology regional office where your biosolids will be treated, stored, disposed, or applied to the land, and one copy to the local health department in each county where biosolids will be treated, stored, disposed, or applied to the land. Your original must be submitted in hardcopy form, but you may submit electronic copies to Ecology headquarters and other affected regions. Be sure to include a cover letter and briefly describe the process you have gone through thus far (public notice, etc.), and be sure to explain any specific concerns or questions you may have. Step 9: Review and development of additional or more stringent requirements. Your contact at the Department of Ecology and/or a delegated local health department representative will review your completed application and any comments received pursuant to the public notice process. The conditions of the general permit are designed to apply to most facilities, most of the time, and to cover most of the management scenarios encountered. They could not anticipate every scenario or proposal. A thorough permit application will anticipate and identify areas where additional or more stringent management requirements need to be provided. During the review of your application the department will contact you. You can expect a representative of the department and/or local health department to visit your facility and any existing or proposed land application sites. As review proceeds, any additional or more stringent requirements necessary to protect public health or the environment will be developed. The department will confer with you as this process goes forward. Step 10: Approval or denial of coverage. After review of your completed application and consideration of all properly submitted comments, the Department will make a determination to approve or deny coverage under the general permit. If you are denied coverage, you will receive a letter explaining the reasons for the denial. If coverage is approved, you will receive a letter so stating, and also describing any additional or more stringent requirements you must comply with. Any new requirements imposed in the permit process, may be appealed. We encourage you to work with the Department and your local health department to resolve any issues in dispute.
