Welcome to the Washington State Department of Ecology's "Beneficial Use Determination"
(BUD) web site. This program was authorized by the Washington State Legislature in 1998
by amendment to Chapter 70.95 RCW, Solid Waste Management-Reduction and Recycling
. Regulatory standards developed to implement
this program are located in WAC 173-350-200.
Waste generators and others can use this site to apply directly to Ecology for
statewide relief from solid waste permit requirements of WAC 173-350-700
for use of a waste as a substitute feedstock in a manufacturing
or other industrial process, or for use as a soil amendment. Only proposals that
present no threat to human health or the environment will be considered for approval.
Any exemption from solid waste permitting granted under the BUD program requires prior
written approval from Ecology and are granted solely to the original applicant.
