Washington Materials Management and Financing Authority

The Washington materials management and financing authority (Authority) was created under RCW 70.95N.280(1), Washington's electronic product recycling law.

The basic role of the Authority is to plan and implement a collection, transportation and recycling program (called the Standard Plan) for manufacturers of covered electronic products. As required by RCW 70.95N.040, manufacturers must register with the Department of Ecology (Ecology) and declare their intent to either participate in the Standard Plan or submit an independent plan.

Membership in the Authority is comprised of registered, participating manufacturers as well as all new entrants1 and white box manufacturers2.

Registered manufacturers who submit an independent plan that is approved by Ecology are not members of the Authority.

1. “New entrant” means (a) A manufacturer of televisions that have been sold in the state for less than ten years; or (b) a manufacturer of desktop computers, laptop and portable computers, or computer monitors that have been sold in the state for less than five years. However, a manufacturer of both televisions and computers or a manufacturer of both televisions and computer monitors that is deemed a new entrant under either only (a) or (b) of this subsection is not considered a new entrant for purposes of RCW 70.95N

2. ”White box manufacturer" means a person who manufactured unbranded covered electronic products offered for sale in the state within ten years prior to a program year for televisions or within five years prior to a program year for desktop computers, laptop or portable computers, or computer monitors.
