About CPG

The CPG Program protects human health and the environment by reducing human exposure to toxins; reducing waste; ensuring proper management of solid and household hazardous waste; and promoting energy and resource conservation.  CPG provides funding assistance to local governments for planning and implementing some programs in their local solid and hazardous waste management plans.

  • Progress Reporting is managed through the Solid Waste Information Clearinghouse
    • For on-line reporting, access the Information Clearinghouse as a registered user. Enter the Information Clearinghouse through the Secure Access Washington website. When on the Clearinghouse Home Page, look for "Tutorials" in the dark blue banner at the top of the page. Tutorials help registered users updated contact information and submit progress reports. You can also contact your regional grant officer for assistance navigating the Information Clearinghouse.

2011 Legislative Update

CPG has good news! The Governor signed the 2011-13 biennial budget which includes the full appropriation requested for CPG!

  • This appropriation will cover costs incurred for Q7 and Q8 (phase 2) of the current 2010-11 Regular Cycle agreements. Grant officers will contact you about moving forward with formal amendments to increase your budgets.
  • The appropriation provides $19.1M for the upcoming 2012-13 regular cycle. These agreements are effective January 1, 2012 through June 30, 2013.
    • Note: This money expires June 30th, 2013 (last day of the 2011-13 biennium)! Agreements will be written for an 18 month period. Ecology has yet to determine if we will amend existing agreements to cover expenses for July 1, 2013-December 31, 2013 or begin new agreements that align with the biennial calendar (those agreements would begin July 1, 2013).
  • The appropriation also includes two special proviso’s:
    • The Beyond Waste proviso dedicates $4M for green building, organics and moderate risk waste projects that move the state towards Beyond Waste. Ecology has decided to roll this amount into the 12-13 regular cycle and is included in the $19.1M that will be allocated by County.
      • Since the Beyond Waste proviso funds are included in the $19.1M, recipients are encouraged to propose projects that “fund new organics composting and conversion, green building, and moderate risk waste initiatives described in the state "beyond waste" plan” when applying for 12-13 regular cycle funds.
    • The Alternatives to Burning (ATB) proviso dedicates up to $2M for projects that provide alternatives to backyard burning of organics.
      • Ecology has decided to set aside this amount and offer ATB funds in a competitive process. You can apply for these funds separately from the 12-13 regular cycle. However, the application and grant period for regular cycle and ATB agreements will be the same. Priority for these funds will be given to urban growth areas of less than 5,000 people affected by the January 1, 2007, ban on outdoor burning; projects that develop infrastructure for an ongoing program; and projects that coordinate regionally.
  • Ecology plans on running an offset cycle this biennium. However, we anticipate it will be reduced to a one year cycle running July 1, 2012-June 30, 2013. More details and guidelines will be available early 2012.

The 2012-13 Regular Cycle and ATB CPG guidelines and application forms will be available on the CPG website by July 11th. Applications are due by August 30, 2011.
