History of former Reynolds Metal aluminum smelter

The Reynolds Metal aluminum smelter permanently closed in 2001. Smelting equipment was removed. Information on cleanup of the former smelter

Chinook Ventures (Chinook) purchased the facility in 2004 and redeveloped it to store and transport fly ash, petroleum coke, alumina and cement. Information on Chinook Ventures operations

Millennium Bulk Terminals, Longview LLC (Millennium) purchased the facility in January 2011. Information on current operations

The property is owned by Northwest Alloys, a subsidiary of Alcoa.

July 15, 2011 Northwest Alloys and Millennium submit work plan for cleanup of former Reynolds Metals aluminum smelter.
June 30, 2011 Nothwest Alloys and Millennium submit cleanup accomplishments document
March 2011 Millennium withdraws application for shoreline substantial development permits and associated State Environmental Protection Act (SEPA) documents. The appeal to the Pollution Control Hearings Board (PCHB) is dismissed.
January 2011 Millennium purchases facility from Chinook.
November 2010 Cowlitz county issues Millennium a SEPA Modified MDNS. This is appealed to the PCHB
October 2010 Ecology issues Chinook Enforcement Order No 8027 for violating state dangerous waste regulations and their National Pollutant Discharge Elimination System (NPDES) permit at the Black Mud Pond

Millennium submits SEPA environmental checklist to Cowlitz County and they issue a SEPA Mitigated DNS

Millennium files applications with Cowlitz county for shoreline substantial development permits to assume operations of the facility, pending sale
February 2010 Chinook spills approximately 25 to 50 cubic yards (2-5 dump truck loads) of petroleum coke into the Columbia river on February 2. They do not notify Ecology. Ecology issues $40,000 Penalty No. 7391 and Enforcement Order No 7392
March 2009 Ecology issues Chinook $150,000 Penalty No 6421 and Enforcement Order No 6422 for numerous violations of the NPDES permit, air order and air and water regulations
2007 Ecology publishes fact sheet and issues an agreed order to Northwest Alloys and Chinook regarding cleanup from former smelter operations

Northwest Alloys and Chinook Ventures submit Remedial Investigation and Feasibility Study for cleanup of former smelter operations.
May 2006 Ecology issues Chinook Notice of Construction Order No. AQ05-2728, allowing Chinook Ventures to retrofit existing equipment with air emissions controls
2005 - 2008 Ecology enforces rules and regulations and provides technical assistance in the form of site visits, meetings, e-mails, phone conversations, letters and inspection reports
December 2004 Chinook purchases facility from Northwest Alloys, who still owns the property
February 2001 Aluminum smelter permanently closes
2001 Longview Aluminum purchases aluminum smelter. Northwest Alloys regains ownership.
May 2000 Northwest Alloys, purchases aluminum smelter
1941-2000 Reynolds Metals constructs and operates primary aluminum smelter and cable plant
