Millennium Bulk Terminals, Longview LLC

Millennium Bulk Terminals - Longview, LLC (MBTL) has submitted an application for a renewed National Pollutant Discharge Elimination System (NPDES) permit. The application is for renewal of existing NPDES Permit No. WA 000008-6. This application only addresses discharges from storage and handling of alumina, coal for the adjacent Weyerhaeuser pulp and paper mill, and other bulk materials such as calcined coke, pitch, fly ash, sand and gravel, cement-like materials and sodium hydroxide. Any future coal expansion proposal will need to be permitted separately.

The Department of Ecology (Ecology) intends to develop this permit. For more information, please read: Once the permit is drafted, Ecology will make it available for a public review and comment period before the final permit is issued. All interested parties asking to be on the contact list will receive notice of the draft permit and fact sheet for public comment and where it can be reviewed.

MBTL submitted this application in accordance with Chapter 90.48 Revised Code of Washington, Chapter 173-220 Washington Administrative Code, and the Federal Clean Water Act. Industrial wastewater and stormwater will discharge to the Columbia River. The wastewater and stormwater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

Location & History

MBTL purchased the facility from Chinook Ventures in January 2011. Directly employing about 33 staff, they:
  • Store and transport bulk alumina and other materials.
  • Are converting buildings for dry storage operations.
  • Perform cleanup from the operation of the former Reynolds Metals aluminum smelter with property owner Northwest Alloys, a subsidiary of Alcoa.


Timeline
January 2012 Ecology finds MBTL's NPDES application complete and sends out public notice.
December 2011 Ecology issues MBTL Section 401 Water Quality Certification for Columbia River dredging and dock repair.
September 2011 MBTL submits engineering report in support of NPDES application
August 2011 MBTL submits renewal NPDES application
June 2011 MBTL submits Joint Aquatic Resources Permit Application and support document
March 2011 MBTL withdraws application for shoreline substantial development permits and associated State Environmental Protection Act (SEPA) documents. The appeal to the Pollution Control Hearings Board (PCHB) is dismissed.
January 2011 MBTL purchases the facility from Chinook Ventures.
November 2010 Cowlitz county issues MBTL a Modified SEPA Mitigated Determination of Nonsignificance. This is appealed to the PCHB.
October 2010 MBTL submits SEPA checklist to Cowlitz County and they issue a Mitigated DNS.

MBTL files applications with Cowlitz county for shoreline substantial development permits to assume operations of the facility, pending sale.
