Oil Refinery Facilities
The Industrial Section has responsibility to oversee six refineries in Washington State to ensure their
compliance with water and waste regulations. Compliance with air regulations is overseen by the local
air authorities.
Two are located on Cherry Point near Ferndale
Two are on March Point near Anacortes
Two are located on the Tacoma tideflats
The main source of crude oil is from tankers delivering oil from Alaska's Prudhoe Bay oil field. Crude
Oil is also delivered via pipeline. More recently the refineries are refining or investigating refining
other sources of crude oil. The refineries separate crude oil into its various component
parts. Separated components are further processed and blended into a variety of petroleum
products. Those products include gasoline, jet fuel, diesel fuel, marine fuel, gas oils, coke and
asphalt.
Water Pollution Prevention Opportunities in Petroleum Refineries
The latest round of NPDES permits for the Washington state refineries required each refinery to
conduct a pollution prevention study to evaluate the contaminant sources to process wastewater
and potential pollution prevention measures to reduce the contaminant load. These studies
have been largely refinery specific. To augment those studies Ecology retained the services of a
consultant to identify pollution prevention opportunities that have been proposed and/or
implemented at other refineries nationwide and to some extent internationally and to evaluate
the potential applicability to Washington State refineries. A final report entitled, "
Water Pollution Prevention Opportunities in
Petroleum Refineries", was published by Ecology in November 2002.
