Tesoro Refinery

Wastewater permit comment period

The Dept of Ecology invites you comment on the modifications to Tesoro's wastewater permit. We will only accept comments on the changes, not on the entire permit. For more information, please read the: Facility Information

Constructed in 1955, the refinery is located in Skagit County on March Point. It discharges wastewater into Fidalgo Bay. It has the ability to process an average of 105,000 barrels of crude oil each day.
