Tesoro Refinery

Wastewater permit

The Dept of Ecology (Ecology) issued the final National Pollutant Discharge Elimination System wastewater permit for the Tesoro refinery. Location & History

Constructed in 1955, the refinery is located in Skagit County on March Point. It discharges wastewater into Fidalgo Bay.

Capacity

The refinery has capacity to process an average of 105,000 barrels per day of crude oil.
