Tesoro Refinery

Comment Period

The Dept of Ecology (Ecology) invites you to comment on the revised draft National Pollutant Discharge Elimination System wastewater permit for the Tesoro refinery in Anacortes. The comment period runs October 29 - December 1, 2014.

Ecology held a comment period on the proposed renewal of this permit May 29 - July 29, 2013. We made significant changes to the draft permit based on comments received and a ruling by the Pollution Controls Hearing Board. We're accepted comments only on these changes. Constructed in 1955, the refinery is located in Skagit County on March Point. It discharges wastewater into Fidalgo Bay.

Capacity

The refinery has capacity to process an average of 105,000 barrels per day of crude oil.
