Tesoro RefineryLocation & History The Anacortes Refinery is located in Skagit County on March Point which extends into Fidalgo Bay to the west and Padilla Bay to the east. The refinery was originally constructed in 1955. The refinery's wastewater outfall extends approximately 3400 feet from the shore in a north/northwesterly direction into Fidalgo Bay. Capacities: In 2004, approximately 125,000 barrels per day of crude oil were processed to produce a variety of petroleum products. Major Products:
