Pulp and Paper Facilities
The Industrial Section has the responsibility to ensure compliance with all environmental laws by thirteen
operating pulp and paper mills:

All the mills, but one, are located in Western Washington. Eight of the mills do chemical pulping. One
does thermo-mechanical pulping and de-inking of waste paper. The others make paper.
Those mills that perform chemical pulping fall into two types of processes; kraft and sulfite. Kraft mills
produce pulp that can be used to make grocery bags, cardboard, typing paper, book paper, etc. The sulfite
mills produce a pulp that can be used to make toilet tissue, paper towels, food fillers, photographic film
and paper. It also is used to make rayon and tencel cloth and toothbrush handles. For chemical pulping mills,
the Industrial Section’s responsibility includes air, water, and waste regulation compliance.
For the other mills that purchase pulp to make paper or use a thermo-mechanical process, our responsibility
does not include compliance with air regulations. Local air authorities regulate their air compliance.
