Litter PublicationsWashington State Litter StudiesIn 1999, the Department of Ecology (Ecology) conducted a legislatively mandated (RCW 70.93.200) research project about litter. Previous litter surveys had been conducted by the State in 1982, 1983, 1985, 1987, and 1990. The goal of the litter study was to collect useable data on current litter volumes, composition, sources, the groups contributing to the problem, effectiveness of litter prevention, and levels of littering in different areas of the state. The information collected provided baseline information that has been used to coordinate cleanup efforts and develop a prevention strategy. Three separate studies were conducted for this comprehensive litter study. Each study is detailed in separate volumes, which together create the complete litter report. Washington State Litter Study Volume I - Final Report (June 2000) Washington State Litter Study Volume II - Generation & Composition Report (June 2000) Washington State Litter Study Volume III - Focus Group Report (May 2000) Washington State Litter Study Volume IV - Telephone Survey Report (May 2000) Frequently Asked Questions - Litter Survey and Sort (June 1999) Litter in Washington (June 2000) - A two-page fact sheet with statistics from the 1999 litter study. To see if any progress had been made in reducing litter, Ecology contracted with Cascadia Consulting Group in 2004 to repeat the litter survey. The purpose of the study was to characterize Washington’s litter so Ecology could evaluate littering trends, gauge the effectiveness of cleanup efforts and the marketing campaign, and to adapt future efforts as needed. A detailed reporting of the 2004 results and a comparison to the 1999 study is available in one volume. Washington State 2004 Litter Study - Litter Generation and Composition Report (March 2005) back to top Litter Prevention Litter and It Will Hurt Campaign Plan (August 2001) With the release of the litter study report in the summer of 2000, Ecology began work on developing a comprehensive litter prevention strategy to change the behavior of litterers. Work with a team of consultants began in January 2001, and in June this campaign plan was completed. The plan contains a situation analysis and background; information on target audiences; campaign objectives; an outline of strategies to be implemented; and several appendices that cover draft creative materials, focus group reports, correspondence from a state agency litter summit, and a potential sponsor contact list. Enduring Litter Poster (August 2000) A poster that lists the decomposition times for items that are frequently found as litter. A-Way With Waste (January 1997) This activity guide presents integrated waste management concepts affecting land, air, and water. Environmental, economic, and political issues are addressed. The activities are designed to promote awareness, attitudes, and actions to solve waste management problems at home, in school and in the community. Litter activities can be found on pages 44-48 in the Solid Waste Management Secion. back to top Reports to the Legislature Litter Task Force Report (December 1997) The Litter Task Force was formed in July 1997 to examine the effectiveness of litter control in Washington as it is carried out in accordance with the Waste Reduction, Recycling, and Model Litter Control Act (RCW 70.93 - see Appendix A). The assignment was to evaluate the system, and recommend changes that would significantly improve litter prevention and pickup into the future. The Task Force was to recommend to the Legislature and the Department of Ecology areas of improvement that could be implemented through statutory, regulatory, or policy changes. The specific recommendations agreed to by the Task Force are included in Section 4. This document has guided litter programs of Ecology since the recommendations were adopted by the Legislature in 1998. Program Reports Ecology is required to provide the Legislature with a report summarizing litter activities for the biennium. The reports present Ecology's progress to date on implementing guiding legislation and include information on state litter program activity. There are several reports listed below as separate documents. A summary of litter activities is also included in the Solid Waste and Financial Assistance Program's annual reports, also listed below. The annual report discusses the solid waste infrastructure in the state, the implementation of solid waste activities through grants to local governments, the statewide recycling survey, litter collection efforts and information on waste disposal. Solid Waste in Washington State Eighth Annual Status Report (December 1999) This annual solid waste report reflects conditions and activities in solid waste in Washington State. Community Litter Cleanup Program Instructions & Application (2001-2003) This information booklet details the funding allocations, eligibility requirements, application process, and performance monitoring for Ecology's Community Litter Cleanup Program, which helps local governments with the costs of picking up litter, cleaning up illegal dumps, and providing litter prevention education. back to top |
