POLICY

POL PFM-220 TRACKING SITE COSTS AND PROGRESS

This policy applies when the Toxics Cleanup Program incurs costs related to the cleanup of a hazardous waste site.

1. A Program Index Code (PIC) is issued for a hazardous waste site at the beginning of a biennium or at the commencement of cost tracking on that site.

A separate PIC is issued for each phase of work done on a hazardous waste site.

The phases of site work are:

Pre-remedial (Site Hazard Assessment, Hazard Ranking)
Remedial Investigation/Feasibility Study
Remedial Design (federal only)
Cleanup Action (fed: Remedial Action)
Interim Action (fed: Expedited Response Action)
Operation and Maintenance
Permits

Exception: Site Discovery and Initial Investigation activities are tracked under generic, non-site specific PICS assigned to the regional sections and the Site Cleanup Section.

2. The progress of site cleanups is recorded in the Program's site management database.

3. A PIC is added for a program plan site when a new work phase begins.

4. A PIC is deactivated when a phase of work is completed and a PIC is no longer needed.
