POLICY

POL ADM-001 MANAGING TCP'S PROGRAM PLAN

This policy applies to all activities and expenditures of the Toxics Cleanup Program.

1. The TCP Management Team will set Biennial Program Objectives

The TCP Management Team will determine biennial program objectives based on state and federal statutes, agency priorities, the Program's strategic plan and emerging needs.

2. The Financial Management Unit will be Responsible for the Structure of the Program Plan and Workplan

The Financial Management Unit (FMU) of the Information and Financial Management Section will work with Comprehensive Planning and the Budget Office to develop documents in accordance with agency requirements.

The FMU will provide reports, technical assistance, and regular updates of Program Index Code lists to program staff.

3. Program Staff will Track Their Activities

Program staff will time account to the Program Index Codes and Job Codes assigned to their activities. They will also maintain site cleanup progress data in the Program's site information databases.

4. Section Managers will Manage Their Budgets

Section managers will monitor their expenditures in relation to their allocations, and will seek Program Manager approval for deviations.

5. The Program will Evaluate Program Progress on a Regular Basis

FMU will compile information on accomplishments for quarterly reviews by upper management. FMU will also organize the Program's semi-annual evaluations.

Semi-annual program evaluations will provide information on issues to be addressed in the subsequent program plan.

6. The Program Plan is an Evolving Instrument

The TCP Management Team will adjust the Program Plan throughout the biennium as needs emerge and resources change.
