8801 East Marginal Way South Site
(a.k.a. Kenworth Truck Co. Site)
Site Location
The 8801 East Marginal Way South site is located along the east bank of the
Lower
Duwamish Waterway, in Tukwila, Washington. This site is bordered to the north by
the Boeing Thompson-Isaacson property and to the south by Containers, Inc., the
former Rhone-Poulenc property (currently McLaughin Thomas) in a mostly
industrial area.
Site Background
The 8801 East Marginal Way South site is about 25 acres of paved property.
About one quarter of the property is covered by buildings. This property is
zoned for industrial activities. In 1929, the main manufacturing building was
built by Fisher Body Corporation. During World War II, the property was used to
produce trucks and airplane assemblies. In 1946, PACCAR, Inc. purchased
the property, and Kenworth Motor Truck Company continued truck manufacturing on
this property until 2002. In 1965, PACCAR annexed a portion of the neighboring
property, the former Rhone-Poulenc and former Monsanto property. In 2004,
PACCAR sold the property to Merrill Creek Holdings LLC. Insurance Auto
Auctions, Inc. of Westchester, Illinois currently leases and uses the property.
Contamination
Contamination on the upland portion of this site is attributed to heavy
industrial use since the 1920s. Soil or groundwater on the upland portion of
this site is contaminated with:
- Petroleum hydrocarbons.
- Poly-aromatic hydrocarbons (PAHs).
- Volatile and semi volatile organic compounds (VOCs).
- Polychlorinated biphenyls (PCBs).
- Metals (primarily arsenic, lead and copper).
Previous Work
In 2004 PACCAR, Inc. moved out of Ecology’s Voluntary Cleanup Program to
negotiate a formal legal agreement with Ecology for site cleanup. A
sediment evaluation was needed to define the extent of contamination.
In 2006, Ecology and PACCAR, Inc. signed an Agreed Order to do a Sediment
Evaluation Work Plan (SEWP). PACCAR did several remediation tasks
including groundwater monitoring, soil and underground storage tank removal and
excavation, and soil and groundwater sparging treatment to remove volatile
organic compounds.
Agreed Order - 2008
Ecology is negotiating with PACCAR, Inc and Merrill Creek Holdings LLC, the
potentially liable parties (PLPs) for a second Agreed Order to address the
upland portion of the site. Under this Agreed Order, the PLPs will do the
following for the upland portion of the site:
- A Remedial Investigation/Feasibility Study (RI/FS).
- Data Gaps Report.
- Interim Action Work Plan for the proposed cleanup tasks.
The new Agreed Order will be available for public review later this year.
The Interim Action Work Plan with the RI/FS and Data Gaps Report will be
available for public review and comment when they are complete.
