8801 East Marginal Way South Site
(a.k.a. Kenworth Truck Co. Site)
Site Location
This site is located at 8801 East Marginal Way South, in Tukwila, Washington on
the east bank of the Lower Duwamish Waterway. The site includes the upland area
and the sediments in the Lower Duwamish Waterway next to the upland area. The
upland area is bordered to the north by property owned by The Boeing Company, to
the south by property owned by Container Properties, LLC (formerly the
Rhone-Poulenc site) and the Museum of Flight Foundation, to the east by East
Marginal Way South and to the west by the Lower Duwamish Waterway.
Site Background
The upland area of the 8801 East Marginal Way South site is about 25 acres
covered with paved or concrete surfaces and buildings. This property is zoned
for industrial activities. In 1929, Fisher Body Corporation built the main
manufacturing building. During World War II, the property was used to make
trucks and airplane assemblies. In 1946 Kenworth Motor Truck Corporation, a
PACCAR Inc (PACCAR) subsidiary, bought the northern two thirds of the property.
In 1966, PACCAR bought what is now the southern third of the property from the
Monsanto Company. PACCAR built trucks on site from 1946 until 2002 when it
decommissioned the facility. Merrill Creek Holdings, LLC bought the entire
property in 2004. Currently the property is leased to Insurance Auto Auctions,
Inc. of Westchester, Illinois which auctions damaged vehicles.
Contamination
Contamination on the upland portion of this site is attributed to heavy
industrial use since the 1920s. Soil or groundwater on the upland portion of
this site is contaminated with:
- Petroleum hydrocarbons.
- Poly-aromatic hydrocarbons (PAHs).
- Volatile and semi volatile organic compounds (VOCs and SVOCs).
- Polychlorinated biphenyls (PCBs).
- Metals (primarily chromium, copper, lead, nickel and zinc).
Previous Work
In 2004 PACCAR Inc. moved out of Ecology’s Voluntary Cleanup Program to
negotiate a formal legal agreement with Ecology for site cleanup. A sediment
evaluation needed to be done to define the extent of contamination. In 2006,
Ecology and PACCAR Inc. signed an Agreed Order to do a Sediment Evaluation Work
Plan (SEWP). PACCAR did several remediation tasks including groundwater
monitoring, soil and underground storage tank removal and excavation, and soil
and groundwater sparging treatment to remove volatile organic compounds.
Insurance Auto Auctions, Inc. also installed storm water quality improvements.
Agreed Order
Ecology has negotiated with PACCAR Inc and Merrill Creek Holdings LLC, the
potentially liable parties (PLPs) for a second Agreed Order to address the
upland area of the site. Under this Agreed Order, the PLPs will update and
implement an Interim Action Work Plan for the upland portion of the site. The
Draft Interim Action Work Plan summarizes past investigations, identifies
contaminants of concern, areas of concern, and data gaps, evaluates feasible
cleanup alternatives, and outlines a plan to implement these cleanup tasks for
soil and groundwater at the upland area. Under the Interim Action Work Plan,
the proposed cleanup action tasks, with review and approval by Ecology will
include:
- Investigate and fill remaining data gaps.
- Describe the feasible cleanup alternatives.
- Update the cleanup alternative work plan(s).
- Implement the work plan(s).
The Draft Interim Action Work Plan was prepared by PACCAR and
is under review by Ecology at the same time the public is reviewing it.
State Environmental Policy Act
Under the State Environmental Policy Act, Ecology has reviewed a completed
environmental checklist and other information and issued this site and this work
a determination of non-significance. This means that implementing this Interim
Action Work Plan would not harm the environment but would result in an
environmental benefit.
