Cleaned up site to be removed from Ecology’s list of contaminated sites
The Washington State Department of Ecology (Ecology) has prepared this fact sheet pursuant to the Model Toxics Control Act (MTCA) Chapter 70.105D to provide you with information about the proposed delisting of the Emma’s Place Subdivision site (also known as former Joanne Bryant Property or the 8703 NE 130th site) from the state’s Hazardous Sites List. The site is currently ranked "3" on the list (a rank of "1" represents the highest level of risk compared to other sites and a rank of "5" represents the lowest). You are welcome and encouraged to comment on this proposal through December 29, 2000.
Site background
Emma’s Place Subdivision is a 1.4-acre site, located at 8703 NE 130th Avenue in Vancouver, Washington, Clark County. It borders 87th Avenue on the north and single family residences on the south, east, and west. During the 1960s, a pole barn built on the property was used as a facility for repairing commercial trucks. In the course of business activities, oil was dumped on the northern border of the property and contaminated the soil. In 1996, a Clark County inspector discovered the contamination while inspecting road construction on an adjacent piece of property. In 1998, the site went through a Site Hazard Assessment and was ranked. In 1999, the site was placed on the Hazardous Sites List.
The cleanup
In 1999, approximately 500 tons of petroleum-contaminated soil were excavated, removed, and treated by incineration at a licensed facility. Approximately 50 to 100 tons of contaminated soil were left in-place at the north sidewall of the property, because further excavation would have destroyed NE 87th Street. Also as part of the cleanup, a concrete dry well was decommissioned and associated piping was removed.
Later that year, NE 87th Street was widened to cover the area of the Emma’s Place Subdivision site that was excavated.
Why delist the site
The site has been sampled and the only remaining contamination above Model Toxics Control Act cleanup standards is that beneath NE 87th Street . As a result, Ecology has determined the site does not pose a threat to human health or the environment and has recommended no further action at the site.
Public comment period
Ecology’s proposal to delist the Emma’s Place Subdivision site from the Hazardous Sites List is now open for public comment through December 29, 2000.
