Background: This Site is located along Everett’s waterfront adjacent to Port
Gardner Bay and is part of the Port of Everett’s (Port) North Marina
Redevelopment Project called Port Gardner Wharf. Information about the

Since its founding as Fishermen’s Boat Shop in 1947, the Everett Shipyard Site
has been used for cleaning, sandblasting, welding, and repairing marine vessels.
Currently, the facility conducts repair work on marine vessels up to 110 feet
long. The repair work involves tank evacuations, equipment disassembly,
sandblasting, woodwork and metalwork, painting, and mechanical repairs. Metals,
wood preservatives, anti-biofouling agents, and heavy oil contamination have
been found in soil samples collected around the Site. In addition, metals,
organotins, polycyclic aromatic hydrocarbons (PAHs), and phthalates were found
in marine sediments next to the Site. The amounts of contamination in the soil
and sediment samples were above Washington State cleanup levels specified in
MTCA and Sediment Management Standards. Further investigation will be done to
fully characterize the contamination at the Everett Shipyard Site and determine
what type of cleanup will be needed.
Status: Ecology and the Potential Liable Persons (PLPs; the
Port and Everett Shipyard) entered into an Agreed Order for Site cleanup on
4/2/08. The Agreed Order requires the PLPs develop a Remedial Investigation and
Feasibility Study (RI/FS) work plan to evaluate the nature and extent of Site
contamination, an RI/FS Report, and a draft cleanup action plan. The RI/FS work
plan was finalized and approved on 11/3/08 and the initial RI data (soil,
groundwater, and sediment samples) was gathered between 12/08 and 4/09. A draft
RI Data Report was submitted on 5/27/09. Ecology and the PLPs will use the
information presented in the RI Data Report to determine whether additional
investigation is required to define the full nature and extent of contamination
at the Site.
