Evergreen Aluminum LLC
SITE DESCRIPTION
The Evergreen Aluminum Smelter site is located at 5701 Lower River Road in
Vancouver, WA. The site consists of the smelter potrooms and surrounding
support buildings. The Evergreen smelter stands in the middle of a larger site
owned by Alcoa. The smelter was constructed during World War II and supplied
aluminum to the war effort.
Evergreen Aluminum has reviewed the site’s land use history and identified
areas of confirmed or suspect contamination. The areas are contaminated with
polynuclear aromatic hydrocarbons, polychlorinated biphenyls, petroleum
hydrocarbons and fluoride. This Enforcement Order requires Evergreen to submit
a sampling plan for investigating those areas and then once cleanup standards
are established begin the removal of contaminated soils. Evergreen Aluminum
proposes to cleanup the contamination and sell the property to the Port of
Vancouver at the conclusion of the cleanup. Both Evergreen Aluminum and Alcoa
will enter into a Consent Decree to carry out the clean up of the complete site
prior the sale to the Port of Vancouver.
